Muchos de ustedes habrán recibido subidas absolutamente desproporcionadas del Impuesto sobre Bienes Inmuebles que suponen en muchos casos incrementos que rondan el 300%. El Partido Popular, tras las informaciones de numerosos vecinos, se ha interesado por estas subidas y se ha entrevistado en dos ocasiones con responsables de la Gerencia Territorial del Catastro en Cantabria. Los resultados tras dichas conversaciones y con las mantenidas en el Ayuntamiento no dejan en buen lugar al Alcalde de Puente Viesgo:

La justificación que nos dio el Ayuntamiento de Puente Viesgo respecto a la subida del IBI es que las subsanaciones de discrepancias dependen de la Gerencia Territorial del Catastro.

1. Sin embargo, la Gerencia del Catastro nos confirmó que fue el propio Ayuntamiento el que solicitó que se llevaran a cabo dichas subsanaciones de discrepancias debido a la concentración parcelaria llevada a cabo en el municipio.
2. La Gerencia, en un primer momento, nos dijo que todos los bienes inmuebles dentro de los polígonos afectados por la concentración parcelaria habían sido revisados. Sin embargo, cuando se examinaron los planos junto con el técnico del Catastro, se observó que:
   • Se veían afectados inmuebles no incluidos en los polígonos afectados por la concentración parcelaria.
   • Otros inmuebles dentro de dichos polígonos quedaban exentos de las revisiones produciéndose una clara desigualdad de trato entre vecinos.
3. Como consta en el Acta de la sesión del Pleno del 31 de marzo de 2009, el Sr. Lombilla tuvo acceso a los expedientes de la Gerencia Territorial del Catastro, perteneciente al Ministerio de Economía y Hacienda. Dando a conocer que se revisaron 182 inmuebles para realizar “una actualización para tratar de reflejar en los correspondientes padrones los inmuebles realmente existentes”.

La situación es muy grave. El Sr. Lombilla tiene que explicar varios asuntos que le comprometen en esta subida de impuestos encubierta que trata a los vecinos de Puente Viesgo de forma desigual:

• ¿Por qué ha solicitado el Ayuntamiento de Puente Viesgo esta revisión de 182 inmuebles que suponen un incremento de impuestos de más del 300% en unos momentos de crisis donde se deben bajar los impuestos a los vecinos?
• ¿Por qué no se ha tratado a todos los vecinos de Puente Viesgo por igual?
• ¿Qué criterios objetivos se han seguido para realizar esta revisión cuando no es cierto que se haya tenido en cuenta la concentración parcelaria para llevar a cabo las revisiones?
• El artículo 21 de la Ley Orgánica 15/1999, de 13 de diciembre, de Protección de Datos de Carácter Personal y el artículo 53 del Real Decreto Legislativo 1/2004, de 5 de marzo, por el que se aprueba el texto refundido de la Ley del Catastro Inmobiliario prohíben al alcalde a acceder a datos privados de la Gerencia del Catastro. ¿Cómo y para qué ha accedido el Sr. Lombilla a datos personales en el Ministerio de Hacienda?

Esta forma encubierta de cuadrar las cuentas municipales subiendo impuestos a ciertos vecinos ha sido instigada por el Ayuntamiento de Puente Viesgo y es necesaria una explicación inmediata por parte del Sr. Lombilla sobre todos estos temas. El Partido Popular presentará una queja en el Ministerio de Economía y Hacienda y estudiará las posibles acciones judiciales que se puedan tomar al respecto.
